How Income Tax is Calculated in the Philippines
Under Republic Act No. 10963 (TRAIN Law) and BIR Revenue Regulations No. 11-2018, withholding tax on compensation is determined through progressive monthly brackets after deducting mandatory employee contributions.
The Accurate Tax Formula
1. Gross Taxable Compensation = Basic Salary + Taxable Allowances
2. Net Taxable Income = Gross Taxable Compensation − Employee Contributions (SSS + PhilHealth + Pag-IBIG)
3. Withholding Tax = Base Tax + [(Net Taxable Income − Bracket Threshold) × Tax Rate]
4. Estimated Net Take-Home Pay = (Basic Salary + Taxable Allowances + Non-Taxable Allowances) − Contributions − Tax
Worked Example
Consider an employee with a ₱35,000.00 basic monthly salary and ₱5,000.00 non-taxable allowances:
- SSS Contribution: MSC is ₱35,000. Employee share = ₱1,750.00 (Regular ₱1,000.00 + MPF ₱750.00).
- PhilHealth Premium: 5.0% on ₱35,000 = ₱1,750.00 total. Employee share (50%) = ₱875.00.
- Pag-IBIG Contribution: Capped at ₱10,000 MFS. Employee share (2%) = ₱200.00.
- Total Employee Contributions: ₱1,750.00 + ₱875.00 + ₱200.00 = ₱2,825.00.
- Net Taxable Income: ₱35,000.00 − ₱2,825.00 = ₱32,175.00. (Notice that the ₱5,000 non-taxable allowance does not reduce the taxable base!).
- BIR Withholding Tax: Net taxable income falls in Tier 2 (₱20,833 to ₱33,332, 15% over ₱20,833).
Tax = (₱32,175.00 − ₱20,833.00) × 15% = ₱11,342.00 × 0.15 = ₱1,701.30. - Net Take-Home Pay: ₱35,000.00 (Salary) + ₱5,000.00 (Allowances) − ₱2,825.00 (Contributions) − ₱1,701.30 (Tax) = ₱35,473.70.
Assumptions & Limitations
- Computations assume a regular private-sector employee subject to standard monthly withholding.
- Non-taxable allowances are assumed to be bona fide tax-exempt de minimis benefits within BIR statutory thresholds.
- Does not include year-end cumulative tax annualization or 13th-month tax exemption adjustments exceeding ₱90,000.
- Calculations run entirely in your web browser with no network transmission.
